Apache (with the proper modules) will proxy HTTP. It lloks like what
you want is a generic, transparent TCP proxy.

A simple Google search on "TCP proxy" turns up at least a half dozen
such server solutions. Perhaps one of those will be a better fit for
what you are trying to do?
