Further testing indicates that it really doesn't work:

 RewriteCond %{ENV:HTML_TST} e

passes, which is not what is wanted.

Therefore, given that:

 RewriteCond ee %{ENV:HTML_TST}

doesn't work, how can I pass iff one of a list is matched?
